Approximately 44,000 disadvantaged students will benefit from increased subsidies, the Ministry of Education announced.
SINGAPORE: Starting next year, primary and secondary school students enrolled in the Financial Assistance Scheme (FAS) will receive higher subsidies for transportation and meals, in response to escalating costs. The Ministry of Education (MOE) revealed this information in a news release on Wednesday (Aug 24).
This initiative, effective from January 1, 2023, aims to assist around 44,000 students by easing the financial burden of basic schooling expenses for those from lower-income families.
Beginning in January, the monthly school bus subsidy for primary school students will rise to 65% of the bus fare, up from the current 60%. Additionally, the public transport subsidy for students from primary through pre-university levels will increase from S$15 to S$17 each month.
For primary school meal subsidies, the amount will be adjusted from S$2 to S$2.60 per meal, covering seven meals per week. Secondary school meal subsidies will see an increase from S$2.90 to S$3.50 for ten meals per school week. Furthermore, the bursary for pre-university students will rise from S$1,000 to S$1,200 per year.
Adjustment in School Bus Fare Pricing Cap
The pricing cap for school bus fares, governed by existing contracts between schools and bus operators, will be permitted to increase by 7% in a one-time adjustment. School bus fares are determined by operators through a bidding process, and the pricing cap is set for several years.
However, the MOE noted that rising fuel and manpower costs have created challenges for operators in maintaining their businesses at previously established pricing caps. “This adjustment will allow bus operators the flexibility to raise their fares up to the revised cap, if necessary, to continue providing transportation services while ensuring their operations remain sustainable,” stated the MOE.
Students in need of financial assistance will receive enhanced support through the FAS, along with additional aid through school-based FAS if required. The MOE also emphasized its commitment to monitoring the situation and collaborating with school bus operators to ensure that fares remain affordable for students.
