Changi Airport to Launch Passport-less Immigration Clearance Trials

The new biometric system aims to streamline immigration processes, with QR code clearance expanding to motorcyclists by next month.

SINGAPORE:
Travellers passing through Changi Airport will soon experience a streamlined immigration process that eliminates the need for passports. Starting August 5, Singapore residents can clear immigration at selected automated lanes in Terminal 3 using only facial and iris biometrics, according to the Immigration and Checkpoints Authority (ICA).

This trial is part of ICA’s initiative to digitalize border clearance processes, aiming to enhance traveller convenience and bolster security. The passport-less system will be gradually extended across all terminals at Changi Airport by the end of September and implemented at Marina Bay Cruise Centre by December.

Faster, Hassle-Free Clearance
The new biometric system reduces immigration clearance times by 40%, the ICA said. It features two key modes of passport-less clearance:

Token-less Clearance:
Singapore residents will be able to clear immigration at air and sea checkpoints without presenting any form of identification at both arrival and departure. For foreign travellers, this option is available only at departure. The system excludes children under six due to the developmental variability of their biometrics.

QR Code Clearance:
Already in use for cars at the Woodlands and Tuas land checkpoints since March, the QR code system will be extended to motorcyclists and pillion riders on August 15. It will further expand to cargo vehicle drivers, bus passengers, and foot travellers by the end of the year.

Enhancements for Land Checkpoints
The QR code system, which saves approximately 30% of clearance time, currently serves over 70% of car travellers and bus drivers. Its implementation for motorcyclists and pillion riders is expected to speed up immigration processes even further.

Global Context and Passport Requirements
While Singapore’s passport-less system sets a global precedent, ICA reminded travellers that they will still need their passports for international clearance in other countries. Additionally, passports may occasionally be required for verification at Singapore’s checkpoints.

Assistance for Travellers
To support the transition, ICA officers will remain available to assist travellers with the new automated and passport-less systems. “Singapore is the first in the world to implement token-less clearance on such a large scale,” said Assistant Commissioner Phua Chiew Hua, Deputy Director of ICA’s operations division.

This innovative move aligns with ICA’s ongoing efforts to improve efficiency and the overall experience at Singapore’s checkpoints.
